In high-consequence environments, we typically teach systems that are super simple to operate and highly robust to human error. We focus on the
"how," using a rule-based pedagogical approach to get people operational quickly and maintain baseline readiness. For many, that is all they want,
need or have time for. Others may desire to operate more effectively and efficiently in complex terrain, hence, need to know the "why." What skill
development are we targeting, and how do we ensure systems are within our competence to employ with an adequate safety margin?
